The build failed because the signing
process didn't complete.  There is a wtp build on build.eclipse.org
from yesterdau that is consuming most of the cpu on build.eclipse.org.
 When the load average is too high, the signing process doesn't run.
 I've sent a message to the cross project list asking the web tools
team to kill the runaway build and opened a bug against them

webtools build is consuming too much cpu on build.eclipse.org
