We plan to fix

Bug 235179 [GlobalActions] Help/Tips and Tricks menu is missing

GOALS:

The Help>Tips and Tricks menu item is no longer shown in 3.4.  Changes
with P2 delay starting the org.eclipse.update.configurator until after
the workbench startup (so feature information is no longer available
during startup).  The proposed fix is to have the IDE request
org.eclipse.update.configurator start if that bundle has not already
done so.

RISKS:

The risk is low from the point of view that the
org.eclipse.update.configurator was always one of the first plugins
started.  Also, this fix limits the impact so as not to effect
applications built on the RCP feature.
