The core runtime test failure is an
old intermittent test failure for which I have finally found a fix!  This
is a bug in the test, so the build is good from core's point of view.

Due to the respinning of the milestone build, the results of the integration
build were inadvertently forgotten. 

The releng tests failures are the result of a a javadoc error on in platform
ui which has since been fixed.

If they have not already done so, could teams please comment on their tests
failures so we can proceed with a green build.
