[platform-releng-dev] Re: install info

I just had a chat with one of the project members on the Eclipse team, and 
it seems I was wrong when I determined that 
platform-releng-dev@xxxxxxxxxxx was the right place to talk about install 
issues. In fact, the right place is platform-update-dev@xxxxxxxxxxx, and 
there's already an installation spec as well:

I haven't done a close reading of the spec, but it looks as if it might 
suit the needs of plugin developers. I'm not sure how well it will handle 
native installation programs; there may be room to improve on it there.
