[plan item] Improve scalability for large help books
https://bugs.eclipse.org/bugs/show_bug.cgi?id=37685 were was implemented
for Eclipse 3.0 M1.  Browsing help should not choke on  books larger than
2000 topics anymore.

Excuse me if this is not news to you, but the new help features were not
reported in M1 - New and Noteworthy document.  This particular item was
affecting many teams, so I want to ensure they are aware of relaxed book
size requirement.
