Sonia found the problem.  It was a Javadoc bug surface by including the file in both eht source includes and classpath when invoking javadoc.

The duplicate is removed and this has cleared the problem.

Jim, 

I'm not sure why, but the "package.html" for the following packages did not appear in the latest build. I can't see any formatting errors in the html. The summary lines are missing in the "Overview" page, and the package descriptions are missing in the corresponding "Package" pages.
