[platform-doc-dev] missing jdt.user and jdt.isv docs

There is a bunch of missing documents in the last (March 25) integration
build. Documents are referenced in the topic navigation of JDT books, but
are not included in the build. The following entries appears in the log
after performing help search (that triggers indexing).
Could the responsible teams either ensure the documents are built or update
navigation to remove non existent topics?
