Thanks for your help. Yes this approach to download binary and sources distributions separately sounds good for me. 

But I still can not find sources distribution for platform runtime on the 3.8.1 release page. Is there any way to download them without Eclipse SDK, runtime site is more convenient for me.

The Platform SDK download has been discontinued. This download was equivalent to the Platform Runtime Binary download, with the addition of source features. You can either install the source into the Platform Runtime binary, or download the Eclipse SDK which includes all the source.
