[platform-core-dev] Platform Workspace contribution for Helios stream in

I hope this is the final contribution to M4. It contains mostly javadoc
updates and some new tests.

The map file has been updated for the following Bug changes:
+ Bug 259643. LocalFileNatives.internalSetFileInfo only sets exec bit for
owner. (FIXED)
+ Bug 294302. [Filters] Adjust Filters API javadoc to the recent changes
(FIXED)
+ Bug 296470. Undo after deleting a group throws exceptions (NEW)
+ Bug 296647. 1000% regression in history performance tests (FIXED)
+ Bug 297307. [Virtual] Add tests for Virtual Folders (FIXED)
