[platform-core-dev] Tagged core.* for Helios stream integration build

I have tagged all the latest core bundles
for the upcoming M4 warmup build. Note I also tagged everything yesterday
but lost the build notes snippet describing all the bug changes. If you
don't see your bug/project here, rest assured all the usual core.* bundles
have been tagged.
