[platform-ant-dev] Start new build notes for 2.1

I would like to propose that we start a new set of build notes for the post
2.0 work

The old build notes would be renamed --> r2_0_buildnotes_platform-ant.html
The current build notes would be named --> buildnotes_platform-ant.html

I believe that it will make it much simpler for everyone to track what is
going into the 2.1 builds.
