    But none of the features actually work. Which is extremely
    frustrating. Am I doing something obviously wrong?

Have you installed the latest build fromhttp://wiki.eclipse.org/PTP/builds/photran/4.0 ?

And if you click on Refactor > (Debugging) > Display VPG Error/WarningLog, are there errors listed? If so, could you attach (some of) them?
