[photran] mailing list changes

This is a reminder of the changes that have been made to the photran  
mailing lists as a result of the merger with the PTP project.

1. photran-announce has been removed. Announcements will now be made  
on the ptp-announce list.

2. photran is the "user" mailing list. This will be for discussions/ 
questions/comments about installing and using Photran

3. photran-dev is the "developer" mailing list. This will be for  
discussions/questions/comments about the internal details of Photran.

Existing members of the photran list are unchanged. If you wish to  
participate in developer discussions, please subscribe to the photran- 
dev list.
