Speaking from a purely eclipse and CDT point of view (not specific to
Photran)...
1. Do you have gcc installed? (Probably from cygwin; also does it include
'make')
2. I would suggest installing your workspace in someplace other than
"Documents and Settings" because that has a space in the path,
         and this doesn't seem to be dealing with that very well.
