[photran-dev] Photran 4.0 Beta 3 Tomorrow

I am planning to announce beta 3 tomorrow. This is identical to beta 2 except for the following:

Intel feature dependency fixed (wanted photran_feature 4.0.0, not 4.0.2/4.0.3)
Editor implements ISelectionChangedListener again (allows Outline view selection)
Comment action tied to Ctrl+/ again
Fortran perspective updated to be more-or-less identical to CDT 4 C/C++ perspective
Platform 3.3.1.1 in full builds
"Incubation" added to download filenames (compliance)

I am not sure why some toolchains don't appear in Windows. If I can fix this before tomorrow (and Supercomputing next week), I'll add that, but that's more of an annoyance than a blocker.
