[photran-dev] Real 3.1/3.2 release + refactoring support in May/June

I would like to release a "real" 3.1/3.2 release of Photran after finals 
are over... sometime between mid-May and early June.  The Java 1.5 
dependency is fixed. (It turns out the workspace settings were building 
CDT with Java 1.5, so the subclasses in the CDT interface plug-in were 
being compiled as 1.5 despite the plug-in being set to 1.4.)

I realize we have to do a release review, so I suppose I should look 
into that.

Any comments or objections?

Although it's two years late and tens of thousands of lines of rewritten 
code over budget, I will also (finally!) have some Fortran refactorings 
ready for the public to try...
