All Eclipse.org sites are hosted outside Germany. The Eclipse Foundation 
is not a Germany institution. The page language is not even German. 
Thus, I don't really see a problem there because it's completely outside 
the Germany regulations.

Things would be different if the Eclipse Foundation would start a site 
under "www.eclipse.de". But that's now the case.
