I don't think we're being consistent just for the sake of it; otherwise,
the downloads page *would* have those dull, ugly purple boxes that you
hate (and so would the home page). Your candy-coloured page was, IMHO
deemed inconsistent because it just looked out-of-place on our otherwise
Purple[1] site. Great idea, bad execution.
As I previously said, I'll draft something up when I get a minute.
Please be patient. It won't be today.
FWIW, there is no guide to "what's correct" on our site. I didn't write
one because I don't think I need to. And if I did, would you even follow
its guidelines?
I think we need to gave a good old-fashioned team call soon, so that you
can vent your frustrations with our current site, project and its
philosophy. I'll keep you posted.

[1] I think we all agree that the current Purple site is not going to
win any beauty awards anytime soon, but no one on the team has any huge
amounts of available time or cash to radically change it.

just tells me how to use php files and a few of the css files...
There isn't a style guide or description of what is "correct"
eclipse.org website style anywhere that I could find.
I'm not against consistency, but I am against consistency for the sake

(For example, https://bugs.eclipse.org/bugs/show_bug.cgi?id=118282#c17
explaining how project websites end up having two "download" links that
go to different places - it's "consistent" but very confusing.)
So... what's a person (me) who's trying to provide value to an audience
(the committers, contributors, and curious users of the Projects)
supposed to do? Give me a hint...
