[phoenix-dev] Publish eclipse.org-common to live

Team,

This week I'd like to publish the changes on the eclipse.org-common code 
to the live site.  This will include code changes for the 
project-info.xml conversion.

All the code in the repository has been reviewed and has received the 
appropriate +1's except for the following bug:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=137358

Once that bug is approved, I'll publish the new content .
