[phoenix-dev] Committer vote for Matt Ward has been approved by the PMC

The PMC has approved the vote for Matt Ward's full Committer status on the
technology.phoenix project. The next step is for the project lead to return
to the portal and fill in the CVS package and employer information for Matt
Ward.
