[phoenix-dev] Eclipse.org to upgrade to PHP5.x/MySQL 5.x

As outlined on the Wiki [1] we'll be upgrading our servers to PHP5 and 
MySQL 5 this quarter.  However, in order to smoothly transition to PHP 5 
(as the new version may make some pages break), on October 16 we'll be 
migrating one server ahead of time for testing purposes. We'll be able 
to access this test site via a special URL (To Be Determined).
