By this I don't mean I expect it to look super-slick, but rather a well-considered design that suits the purpose of the site, where design and layout of all visual elements support usability and communication of information.

This sounds exactly like what we need. Do you have a prototype we can look at?


I personally do not believe it is wise to add design at the end like a skin, because a good UI visual designer can contribute so much more than "lipstick" to the end result.

The Phoenix team is not blessed with a UI visual designer. Can you provide us with a prototype, or a mock-up of what you'd suggest? I think this would be better than pointing us to subjective sets of rules that we perhaps don't understand.
