[pde-dev] Sonar analysis for PDE available on sonarcloud.io

Hi,

we are still waiting for the foundation to update their sonar
installation via https://bugs.eclipse.org/bugs/show_bug.cgi?id=497088
and the current installation does not work anymore for PDE Sonar
builds.

To have recent results of Sonar analysis for PDE, I create a Sonar
configuration on Sonar Cloud so that we can get again results.
