Yes, you only work with bundles in your target or workspace.

Why don't you add the bundle to your target?

If I have a plugin that uses a thirdparty osgi bundle, how do I get that bundle into the launch configuration? It looks like it only recognizes  bundles in the target platform configuration or workspace projects.
