[pde-dev] [api tooling] package level version number management

it would be great if the API tooling
effort looked at managing version numbers at the package level as well
as at the bundle level.  Things like ensuring that package version
numbers (if they exist) are incremented properly etc. would go a long way
towards encouraging/supporting the use of Import-Package
