There is a hack in the platform build
scripts to accomodate this, not in pde build itself.

Don't worry about it, it's only used
by the platform team to accomodate how we have stored some third party
jars.

I'm looking at the map files under org.eclipse.releng/maps.
I find 
entries like:

  
base.plugin@xxxxxxxxxxx=v20060925,:pserver:anonymous@xxxxxxxxxxxxxxx:/cvsroot/eclipse,,org.eclipse.sdk-feature/plugins/com.ibm.icu/com.ibm.icu_3.4.5.jar

Looking at the IFetchFactory it doesn't recognize the 'base.plugin' as
a 
valid element type. How is this used?
