I'm looking at the map files under org.eclipse.releng/maps. I findentries like:

base.plugin@xxxxxxxxxxx=v20060925,:pserver:anonymous@xxxxxxxxxxxxxxx:/cvsroot/eclipse,,org.eclipse.sdk-feature/plugins/com.ibm.icu/com.ibm.icu_3.4.5.jar

Looking at the IFetchFactory it doesn't recognize the 'base.plugin' as avalid element type. How is this used?
