I've made updates to the Mosquitto project proposal:

From the perspective of the Eclipse Foundation policies and processes,
either is fine. In this case, I think we've all agreed that we want to have
multiple implementations in the same project under the Mosquitto "brand".
If so, this project
proposal should say that the implementation language is C, and leave open
the
possibility of other MQTT servers.
Makes sense to me.
