For bug 419984 and 421176, the _javascript_ language tooling has been moved to a new bundle.

If you're running Orion from Eclipse, please run EGit's Import Projects command again to import the new bundle into your workspace. There are server-side changes as well, so make sure you're running the latest server code.

Telltale symptoms are 404 errors on /_javascript_/plugins/_javascript_Plugin.html.
