Yes, it is 'or'. You need either the password or the private/public keys.
We have a bug for this, see  https://bugs.eclipse.org/bugs/show_bug.cgi?id=349027

I am trying to push from orionhub.org to github.com.  I get a dialog
asking for credentials for
https://johnjbarton@xxxxxxxxxx/johnjbarton/Purple.git. It fills in Ssh
user name as johnjbarton. Then it asks Ssh password, private key, and
passphrase.

I guess it means "or". After pasting in my Ssh key a few times with
different amounts of editing, I just tried my github password in the
first field and it works.
