[orbit-dev] Declaring Orbit Builds

Hello folks,

This is when you normally see me declare an Orbit build. But instead Ed Merks has been working really hard on improving and modernizing 3rd party dependency handling in Orbit taking advantage of all the new features in target platform management like direct from Maven locations.

As of right now I am doing the update that latest-I points to https://download.eclipse.org/tools/orbit/simrel/orbit-aggregation/nightly/latest and as soon as Ed gives me the go ahead I will do the latest-S redirection to https://download.eclipse.org/tools/orbit/simrel/orbit-aggregation/2023-09 - full details in the Legacy Links section of https://github.com/orgs/eclipse-orbit/discussions/49
