I actually had to look this up in the build job, but it seems I intended
those release name repos to contain only the milestone (S) builds up
until the final release (so no I-builds). We do have latest-X repositories
(eg. https://download.eclipse.org/tools/orbit/downloads/latest-I/ ) that
would point to the latest build of that kind.

So the repo should exist the week prior to 2019-12 M1+0 .
