[orbit-dev] Declaring Build: R20170516192513

Hello all,
I'm declaring R20170516192513 [1] as our contribution for Oxygen.
This is the same as our Oxygen RC1 contribution, except the 'S'
(stable) has been replaced with an 'R' (recommended) to signify that
this is the final build and our intent to retain it indefinitely
(unlike S builds, which can be removed once the R build is released)
As our previous S builds, this a composite repository combining a newer
build (20170303204511) that is based on the last good build from CVS
(20160520211859, Neon) [2] and the same bundles from the Oxygen RC1
contribution to orbit-recipes [3].
I'd like to thank everyone who has helped to make this release
possible, whether by direct contributions, guidance, reporting issues,
or discussing various problems. There's still plenty of work to be done
but I'm glad to see that this new form of contribution has made it
easier to push changes through, and hopefully this will encourage more
projects to share their 3rd party library needs here.
