[orbit-dev] Intent to declare R20170516192513 as Oxygen final build

Hello all,

Our Oxygen RC1 build is S20170516192513 [1]. On our downloads page, I
have taken that build and also created one as R20170516192513 [2]. It
is the same content/build but merely an 'R' to signify that it will be
our final build for the Oxygen release train, and our intent to retain
it indefinitely.

If there are no other fixes for existing packages that are absolutely
necessary, then I'll be declaring this as our final build by the end of
the week.
