[orbit-dev] Provide "latest-X" composites

Dear Orbit community,

The builds of many Eclipse (and other) projects, as well as many (Oomph) IDE setups want to use the latest Orbit build 
of a specific build type. It would be great if the Orbit project provided p2 composite repositories with stable links 
per available build type.

I've submitted https://bugs.eclipse.org/bugs/show_bug.cgi?id=499341 to kick off a discussion about what's needed and how 
best to do it. Please help me and drop your thoughts there.
