I am aware of that policy.

I think my original mail tried (and failed, apparently) to ask two
questions:

1.) Why is [2] still around (and morphed from website into composite
repository) when [1] has been deleted accordingly to the aforementioned
policy? This looks like a bug in some script to me.

2.) If I want to set up a target platform definition for Oxygen right
now, what Orbit build do you recommend I build against for now? The
R-build for Neon (until the first S-build for Oxygen comes out)?
