[orbit-dev] Addition of "avoid packed nested jars" to procedure

Orbiteers, 

I'm sending this note just for visibility
... no immediate action needed. 

I recently added a section to our wiki
that we should avoid packing nested jars.

I actually checked and we did not have
too many, and I cleaned those up via bug 405122 [1]. 

But, if you have more bundles to add
for Kepler, wanted to be sure you were aware of the issues and new procedure.
