[orbit-dev] commit bit

I am going to start helping Hugues with managing the orbit dependency
bundles for Jetty.  Looking at the FAQ it seems that all I need to do
to get a commit bit is to express interest on this list....So consider
this my expressing interest and I'll add that over the last couple of
years at eclipse I have learned far more about the IP side of all this
then I dreamed I would so I should be relatively low risk :)

for folks that don't know me, I am affiliated with the jetty project,
am our rt-pmc member and am on the planning council as the RT rep as
well
