Just ignore this "Declaring Build"
message ... for now. I'm looking at automatically sending a message when
a build is "promoted" from build machine to download machine
(bug 357523 [1]), and though I'd disabled the actual sending to the orbit-dev
list, until the script was ready ... which is just an indication there
are still bugs in the script :) 

There might be a few more over the weekend
... if so, ignore those too. Sorry for the noise. I'll announce when "all
ready".
