[orbit-dev] Change in committers download URL

The build is only partially fixed. 

I changed the build so it will complete
normally, but that means no longer uploading automatically to download
server. 

Which, in turn, means as committers,
to test or check an early build, we will need to get builds from the build
server, thus the change in URL. 

The new "committers area"
will be at 
http://build.eclipse.org/orbit/committers/

And ... for just right now ... you will
have to "drill down" the directories to find a build you'd like.
I will be working on a nice summary page (similar to what we had before)
but since that might take a few days, wanted to let everyone know what
was up. 

I've actually wanted to do this for
a while (that is, leave continuous builds on the build machine) so now
is a good time. 

Comment in bug 357523 [1] if overall
issues. I'll report back "done" in a couple of days, at which
time you will know to open new bugs for any lingering issues.
