[objectteams-dev] Review needed for release 0.7.1?

Dear EMO,

I'm planning to publish a 0.7.1 release for Object Teams matching
the Helios SR1. I'm not quite sure whether a release review would
be required for this kind of release:
 - most changes are just bug fixes
 - a few resolved bugzillas range as enhancement but none are
   full new features

Currently 26 bugs (since 0.7.0).

Actually, the main reason we need a new release is a technical
one: given that we ship a patch feature we need to provide a new
version for each exact version of the underlying JDT being patched.
Without the 0.7.1 release Object Teams users would not be able
to upgrade to SR1.

On a similar note: I'm concurrently preparing a few more CQs.
Documentation says, a project cannot publish a release while
CQs are still pending. I thought I might ask if this also applies
if the components in the new CQs are *not* yet to be included
in the release. Common sense would say "no", but I wasn't
100% sure from the documentation.
