The webmasters recently removed the mylyn-dev, mylynadmin and mylyn-home groups which were used for the old tools project:

The web property is now owned by the mylyn group which is associated with the top-level project. Our plan was to add everyone who needs write access to the eclipse.org/mylyn website to that project as part of the restructuring.

Rob, I'll start a committer nomination for you but it's probably going to take a while until everything is provisioned due to EclipseCon and such. Please feel free to attach patches to some website bug in the meantime and I'll apply them.
