[mylar-dev] weekly planning meetings

I propose that with the push to 1.0 we start weekly meetings for committers
and other contributors.  The time I propose is Tuesdays, 10am-11am PST.  For
weeks with shorter agendas we should be able to keep the meetings to 1/2
hour.  

If you would like to take part in the meetings but that time does not work
for you let me know.  I've tentatively scheduled the first of the weekly
meetings for next Tuesday:
