[mylar-dev] users discussion switch to newsgroup

The mylar-users@xxxxxxxxxxx mailing list has been replaced by the newsgroup,
has seen almost no usage, and if there are no objections it will be removed.
List conventions are documented at http://eclipse.org/mylar under Community.
