None. It will return the natural sorting of marketplace for a fileExtension_py research. I do not know what it is. I can imagine that it's sorted by more recent update, top download, or top favourites...
  • What if I prefer associating .py with the existing plain text editor (or other already-installed one which I already have), would I "Ignore Marketplace proposal" and then see another Open With dialog ? This is not obvious from the wording; I'd prefer a single dialog over multiple dialogs
No. If you want the plain text editor, you'll have to do the same as what you're currently doing with Eclipse IDE: either go to File association and set an association for .py file, or use right-click > Open With > select Text Editor and tick the "Remember..." checkbox

(Eclipse-Productname) has no file association for ".py" files yet.
  (o) Choose an installed Editor

   (o) Look for an Editor from the Marketplace
   (o) Open with System Editor (gedit)

There has been on the bug some complaints against whatever doesn't open the file immediately.
Also, this dialog would be even more complex than the current "Open With" dialog. IMO, it's getting too complicated.
