[modeling-pmc] Xtext "works with" ProGuard - Please approve!

Hi all,

Xtend is being used for Android development a lot. To reduce the footprint we want to ship a tree-shaken version of our library, only including what’s absolutely necessary. ProGuard does that for us and is used therefore during the build. As it seems this is treated as a “works with dependencies” we need a CQ [1] for this and it requires a public “discussion” within the PMC [2].

So could you please approve?
