[modeling-pmc] Adding some steam to the Modeling project restructuring..

Greetings Modeling PMC!

As Modeling subprojects make requests for release reviews, I am compelling them enumerate and effect the changes necessary to complete their parts of the restructuring review that we completed in late 2012.

e.g. 407596: [release] modeling.gmp.gmf-notation 1.7 https://bugs.eclipse.org/bugs/show_bug.cgi?id=407596

I'm making these all blockers on Bug 393682. Please review these bugs and weigh in with comments and assistance where necessary and/or possible.
