Rich,
I would expect the nearest PMC to approve the addition of a committer once the necessary votes are in place. That is, for votes to add a committer to a subproject (e.g. MDDi), the subproject PMC (e.g. MDDi project lead) would give approval. Since each project lead under Modeling is also a member of the Modeling PMC, the subproject PMC (the subproject lead) effectively represents the Modeling PMC in giving this approval.

I don’t think anyone disagrees. It comes down to our interpretation of the Standard Charter verbiage, and ultimately on what we agree the process should be as the PMC (pending Board approval, should we find it necessary to modify our charter).

Asking the PMC for sub-projects' committer votes sounds like an inefficient way for the PMC to ensure sub-projects are properly managed. I think it should go the other direction; the community of a given project should alert the PMC should improper use of committer rights happen.

As far as I'm concerned, I will never block the decision a team makes as to who should be a committer on that team. I've added Bjorn to the CC list to ask if it's necessary for the PMC to approve the committers that individual subprojects (and subsubprojects) of the Model project have elected following proper processes?

I would like to recommend Andrey Sadovykh for commit rights on the MDDi team. The team held an

had 7 +1 votes among the 7 committers.
I am not sure what was the conclusion of our last discussion about the PMC committer vote. That's
why I prefer to submit this recommendation to a PMC vote if needed.
