Kenn, Modeling PMC, and MDT Developers,
If a new component doesn't qualify as a "Major New Feature", I'm not sure what does. Thus you need to follow these guidelines:

Is there an automated way to add the committers that are associated with this new component like there is for nominating new committers for an existing project/component? If not, how do I proceed to get the necessary changes made?

The Modeling PMC has approved creation of an OCL Tools component as part of the MDT Project (see mailing list thread at http://dev.eclipse.org/mhonarc/lists/modeling-pmc/msg00429.html). The OCL Tools component will provide tools to support the editing, refactoring, code generation, execution, and interactive debugging of the OCL constraints given for some underlying (Ecore or UML2) model, building upon the infrastructure provided by the MDT OCL component. The MDT Project is accepting a code contribution from Miguel Garcia to implement an OCL compiler for its next major release (1.1).
