[modeling-pmc] OCL Tools component in MDT

I would like to request approval to create an ‘OCL Tools’ component in the MDT project. The proposal was posted to the community (see the newsgroup thread at http://www.eclipse.org/newsportal/article.php?id=68&group=eclipse.modeling.mdt#68) and a vote was held by the current MDT committers, the results of which can be seen on the mailing list thread at http://dev.eclipse.org/mhonarc/lists/mdt.dev/msg00093.html (3 for, 0 against).
